Hot or cold room conditions can be caused by a variety of problems such as: pressure imbalances, HVAC duct leakage or duct blockages, radiant heat penetration, thermal barrier issues, air penetrations, etc. A contractor without a "whole house as a system" approach may sell you their services but will rarely resolve the issue.
